Lyn Mengich, the chairperson of the Salaries and Remuneration Commission (SRC), is a believer in seeing the glass as half full.

And it would be difficult to maintain a different attitude if your job entailed taming a soaring public sector wage bill, keeping State employees happy, and reigning in Members of Parliament's greed for fat perks.


Ms Mengich, a human resource and leadership professional, has held positions as HR director at Absa and KCB Group, talent manager at Shell, Smith Kline Beecham, and Unilever, and board member at Jamii Bora Bank, Sovereign Group, and the National Social Security Fund (NSSF).

In September 2018, the University of Nairobi alumnus took over as SRC's second boss, succeeding Sarah Serem.

The private sector
She claims that the skills she gained while working in the private sector for 25 years helped her transition to one of Kenya's most difficult jobs in the public sector. Her job of setting and reviewing salaries and benefits for State officers is fraught with difficulties and, according to some critics, compromises.

The public sector wage bill was estimated to be Sh795 billion at the end of the fiscal year 2018/2019. It is currently around Sh930 billion, owing primarily to pension liabilities as more civil servants retire and life expectancy rises.
