Eugene Ludovic Wamalwa is a Kenyan politician who serves as the Cabinet Secretary for Devolution. Eugene was previously the cabinet secretary for water and irrigation before being appointed as the cabinet secretary for devolution. He was also the Justice and Constitutional Affairs Minister. Ludovic was born on April 1, 1969, in the Saboti constituency of Trans-Nzoia county, at the foot of Mount Elgon. He is currently 59 years old.
Eugene Wamalwa attended Homabay County's Gendia High School. He then enrolled at the University of Nairobi to pursue a bachelor's degree in law. He also has a Kabarak University diploma. Eugene is thus a High Court of Kenya advocate, having been admitted to the bar in 1995.
As a practicing lawyer, one of his career highlights was representing President Yoweri Museveni in the presidential election petition against opposition leader Kizza Besigye in 2001. Following the death of his brother Michael Kijana Wamalwa, who was vice president and member of parliament for the Saboti constituency at the time, he entered politics in 2003. Eugene was defeated in a subsequent by-election by Davies Wafula Nakitare. He would, however, win the seat in the general election in 2007.
Ludovic is married to Lucy Musundi, and the couple has three children.
